A Living Democracy
We recall a quote of Benjamin Franklin responding to a question in 1787 about the newly announced birth of the US as he left Independence Hall after the Constitutional Convention:
We have "a Republic, if you can keep it."
Today's generation, and future generations, would be wise to recall, remember and rethink Franklin's words of warning.

The Modern Environmental Movement
- A 'Generational Green Movement'
As a Note: One of GreenPolicy360's foremost original goals was to provide models and templates, stories and visions of successful 'green best practices' ' via a 'distributive web' eco Operating System (eOS).
It is of interest to see how our online sites are now being visited, scraped and vacuumed, our data being uploaded for the re-use of chatbot AI businesses in a new era of Artificial Intelligence start ups, myriad applications and purposes.
The GreenPolicy360 database was designed and developed to be shared.
GreenPolicy360's founder carried forward policy, digital technology, and management ideas as an official responsible for a state educational system in the 1990s, and after joining with Aspen Interactive in 2000 he helped to shape with biz dev and as a CEO a database marketing organization that became one of the largest in the US.
Our GreenPolicy360 online metrics now are revealing to us in the 2020s that we/the GreenPolicy360 network are providing large amounts of learning data for database 'chat' model applications, a 'distributive web' in action.
What we especially find fulfilling in this rush to visit and (freely) acquire our data is that a good portion of our stories and best practices are 'original material', memoir, biography, first-hand, up close memories.
We are 'adding value' to the historical record with AI and AI, in turn, is spreading our green model practices and messages community-to-community, far and wide.
The 'modern environmental movement' is being remembered, shared and multiplied. The historical record is being added to, 360°, and together we are turning green visions into reality.
'What does the AI need to know? (W)hat is it that I know that's not on the historical record anywhere?'

We remember George Brown explaining to Gaylord Nelson in a planning mtg how we needed data, climate info w a baseline and access to the data sets for scientists, educators, and public. Rep Brown told the Senator that he'd get the job going in his com't oversight role. He did -- for three decades George Brown shepherded NASA/NOAA/USGS/JPL, a flock of Earth Science missions, programs and their funding. Memories of the Original Earth Science Mission Statement on NASA and 50+ Years of Leadership
Our GreenPolicy360 work brings historic emphasis to Earth Science and Atmospheric Science research that takes us back to the beginnings of the modern environmental movement and to a mentor, and then colleague of your GreenPolicy360 siterunner, who brought Earth Science to a new level over a nearly four decade career in the U.S. Congress. A tip of our green hat to the memory of Representative George E. Brown and his pioneering vision and generational activism on the Science, Space and Technology Committee.
Envisioning then Engineering & Oversight of Earth Science from Space
- From the Original NASA Mission Statement:
- “To understand and protect our home planet..." 🌎
The Original Mission Statement of NASA ((1958) provided Congressional intent and guidance to the first generation of space programs. George, if he were here, would've done I am certain everything within his power to protect the original mission statement...
“To understand and protect our home planet; to explore the universe and search for life; to inspire the next generation of explorers ... as only NASA can.”
SJS/GreenPolicy360 Founder:
"We are the first generation to scientifically and systemically monitor the 'Vital Signs' of the Earth..."
"Let us work now to expand our vision and act to protect Earth's living systems. The well-being of future generations is in our hands."
From the mid-1960s until 1999, I personally watched a Congressman, George E. Brown take the original NASA 'Mission Statement' and point to a highlighting of Earth Science. As a member and then a chairman of the Congressional oversight committee of Earth Science missions, George taught me and I am sharing what many in George's orbit have worked to do over the years and to bequeath to future generations. As a mentor then friend and colleague, George was a lesson we continue to share. He quietly, not loudly in the spotlight, organized and worked to get the job done. Here is one passage from my memory of 'George'... George E. Brown -- Never give up.... keep on with 'the mission'.
Rep. George E. Brown's memory is a treasured legacy and is featured at GreenPolicy360 -- launching and overseeing Landsat, shaping the US Earth Imaging from Space programs, Digital Archiving (documenting change over time), Atmospheric Science, Earth Observation Systems, NASA/USGS/JPL/NOAA cooperative programs, and as noted in his obituaries the creation of the Environmental Protection Agency (can you picture what it took to persuade President Nixon to buy into the proposed consolidation of agencies and to sign the legislation)...
Rep. Brown was a quiet powerhouse, a mover and shaker behind the scenes and in his own way changed the world for the better... as we say at the top of each of the pages at GreenPolicy360, each of us in our own way 'can make a positive difference by stepping up & doing our best.'
The examples we speak of at GreenPolicy360 go on and on... we point at highlights of George's as models, large and small, a NASA/USGS Landsat program that truly began Earth Science using satellites ... George Brown shepherded and in an oversight capacity in Congress for decades oversaw this revolution of capabilities. In the 1960s monumental new technologies were invented that Rep. Brown pushed forward -- a fortuitous shift in U.S. remote imaging capabilities to digital, 'multispectral' scanning. In particular, the Landsat program took off and the data that began coming back from near-orbit Landsat satellites forever changed how we see, study and interact with our world.
Here is a search of articles from the GreenPolicy360 archive that reveal rarely discussed yet momentous highlights of the Landsat era, the beginnings of the Earth Observing System (EOS), and Earth Science missions now in their fifth decade, all of which have George Brown's signatures on them and guidance behind them.

The Landsat mission with its #EarthScience observations set in motion what became multi-decade measuring of changing Earth Systems -- https://www.greenpolicy360.net/w/Landsat_data_users_handbook
SJS: George Brown worked tirelessly in Congress. With saving and protecting the environment as a key goal, George moved conservative and liberal politicians in new directions. George saw connections that transcended states and nations. He saw interconnections and new roles to protect health and safety. George was was central in proposing and setting up an EPA as an umbrella agency to coordinate environmental federal and federal-state efforts... George was a "first-mover" as the term has come to be known. He had a big-picture plan and set out to accomplish it. He succeeded on multiple fronts, pushing forward the idea and the vision for 'omnibus' legislation. The Environmental Protection Agency was founded and historic initial green laws and regulations for environmental protection and security were passed.
•
George was among the first voices to be raised warning about the environmental threat of climate disruption and, although few realize, he was at the forefront of the initial efforts to study the climate, pushing the development of initial atmospheric science programs and missions of NASA and public/private research. He combined his engineering skills with his legislative reach.
The First National (and International) Climate Legislation
Representative George E. Brown, in fact, drafted the "National Climate Program Act" of 1978, which became the first national (and international) climate change legislation.
1978 Climate Act PDF via GreenPolicy360
Rep. George Brown brought his extensive work with U.S. top scientists, featured in the work of 1977's 'Energy and Climate Report' of the National Academy of Sciences and the follow 1979 'National Academy Climate Science Report' that was presciently accurate in its predictions.
The Congressman-Engineer emphasized, constantly to me and in his work, the essential importance of having accurate data in order to make the best possible policy and engineering decisions. He imprinted, if I could use this word to its fullest meaning, the vital nature of gathering information with studies over time to monitor changes. He was in a position, holding one of the most powerful positions in government shaping policies of science -- atmospheric science, earth science, big science -- and he felt the weight of his responsibilities. He was visionary in how he saw science as key to understanding the challenges of climate change.
Whenever we see the NASA 'marching directive' "You can manage only what you can measure", think of George. The original mission statement of our nation's first ventures into space began with studying the home planet. Measuring and monitoring became a mantra of Earth Science...
The Congressman left us a legacy of vision and action against threats to the atmosphere, earth's life systems, and sustainability.
We have, all who believe in the importance of science, carried forward his thoughts over the years since the 1960s and 1970s. As best we could, we have carried on against deep odds and opposition by those with other goals.
- A Historical Perspective on Its Role in Environmental Protection
Representative George Brown was a key player in legislation founding the Environmental Protection Agency.
As the LA Times noted (without pomp or circumstance) in George's obituary in 1999: "He championed the creation of the federal Environmental Protection Agency". The creation of the EPA was in many ways Congressman George Brown's vision achieved..."
The founding of the EPA was 'natality', a birth of an idea ... Listening to George envision how a new being combining research, new science applied to protecting health (clean air and water at first), the a whole earth environment, was more than an eye-opening experience. This was life changing creativity.
The vision of the "Whole Earth" that began with unprecedented Apollo photos on the cover of Life magazine in January 1969 led to a coming together of education, students 'teach-ins', scientific space missions studying earth systems for the first time, and popular demands for environmental protections.
A leader and a chairperson on the House science committee for over 30 years, George Brown was also listening and legislatively engineered an array of science efforts.
